Indianapolis Plans Transformative Highway Redesign to Boost Urban Connectivity

Indianapolis is moving closer to a major overhaul of the I-65/I-70 Inner Loop, sparking excitement for transformative urban change.

The Rethink Coalition has joined forces with city leaders and the Indy Chamber to introduce an ambitious plan centered on recessing highways near Virginia Avenue’s “South Split.”

This proposal would reclaim 8.2 acres of land — enough for up to 585 new homes and 2.4 acres of vital green space.

The vision is to reconnect neighborhoods long separated by elevated freeways and infuse the area with renewed energy.

An analysis estimates each dollar invested could yield up to $1.40 in benefits, driven by rising property values and enhanced safety.

Additionally, the effort could bring as many as 300 new local jobs.

The INDOT ProPEL Indy study continues to prioritize public feedback and support a more connected, accessible, and equitable Indianapolis.
